Children & Families

Fully fund the Generational Strategy and the role of Aboriginal Community Controlled Organisations and community sector participation.

Labor is committed to Safe and Supported as demonstrated by our Kids Safe, Family Together, Community Strong: 10-Year Generational Strategy for Children and Families in the Northern Territory. The Generational Strategy is the overarching NT policy for children, young people and families in the NT.

The three action plans to implement the Generational Strategy specify our work on emerging issues and circumstances.

Both the Generational Strategy and the first action plan were developed under the guidance of the NT Children and Families Tripartite Forum (Tripartite Forum). The Tripartite Forum consists of representatives from the Australian and Territory Governments and three community sector peak bodies: the Aboriginal Peak Organisations NT (APONT), North Australian Aboriginal Justice Agency (NAAJA) and NT Council of Social Services (NTCOSS).

The strategy and action plan are unique – the result of the Australian and Northern Territory Governments and community sector working together to develop an achievable vision – each maintains a stake in successful implementation of the strategy and action plan.

The Labor Government has committed funding to deliver the strategy for 2024/25.

Fund a youth and sector led Youth Peak Body, ensuring young people’s voices have an active and meaningful role in decision making and policy development.

Our young Territorians are talented, caring and strive to do their best. They create a positive impact and contribute to our community in diverse and meaningful ways. Our communities matter, and young Territorians need to feel valued and included by their community in order to lead a happy and productive life and achieve their goals.

The Labor Government has invested $170,000 per year through a 5-year funding agreement with NTCOSS to deliver the Youth Voice NT Project. This project aims to strengthen consultation between young people, the youth sector and government.

It shares positive community contributions of young Territorians, supports training and networking for the youth sector to increase capability to support young people.

An example of this work is the engagement of SoundED to work with NT Youth Week Ambassadors and NT Youth Round Table members to develop videos as a storytelling medium. These videos are being shared on social media platforms to promote a positive narrative and celebrate young Territorians.

to have a greater voice in all law-making, policy development and decision-making

Collaborate with Aboriginal community members to fully implement the Education Engagement Strategy.

The Australian and Territory Labor Governments have invested an additional $1 billion into Territory public schools. These unprecedented investments will start to flow into classrooms from early 2025. Budget 2024 invests a record $1.34 billion in education services in the Territory.

A key action in the NT Education Engagement Strategy 2022-2031 is ‘Embed Aboriginal language and cultural knowledge and perspectives in education programs and services, including bilingual education, especially for learners in remote communities’

Key deliverables under the Education Engagement Strategy include:

  • strengthening the teaching and learning of First Nations languages through the Indigenous Languages and Cultures Curriculum
  • expanding the Learning on Country program with the Australian Government
  • introducing localised cultural competency training for education staff
  • expanding the Remote Aboriginal Teacher Education (RATE) program to increase the number of Aboriginal educators in our schools
  • establishing Regional Aboriginal Education Advisory Groups

Labor has committed $6 million to support implementation of the NT Education Engagement Strategy. We have also included $2 million to expand the Remote Aboriginal Teacher Education program to build Aboriginal teacher workforce, particularly in remote communities. Further, we have committed $2 million to support community-led schools in remote communities, with a focus on school governance training.
